This engraved title page is from the seventh part of Libellus Novus Politicus Emblematibus Civitatum, a celebrated emblem book by Daniel Meisner. Published posthumously by Paulus Fürst in Frankfurt in 1638, the page features allegorical representations of the four elements (Terra, Aqua, Aer, Ignis) flanking the central inscription. Above and below are emblems with Latin mottoes, including Haud Facile Virtus Extinguitur ("Virtue is not easily extinguished") and Gaudium Spes Meum Est ("Joy is my hope"). The composition is rich with political and moral symbolism, consistent with the emblematic tradition of the early 17th century.

Daniel Meisner (1585–1625) was a Bohemian poet and publisher best known for his collaboration with engraver Eberhard Kieser on the Thesaurus Philo-Politicus, later expanded as Libellus Novus Politicus. Each plate combined city views with emblematic imagery and moralistic Latin phrases. His work is a major contribution to early modern European visual culture, blending cartography, allegory, and civic identity.
